Administrative Secretary, Public Works R&B Department, Baseer Ul Haq Choudhary, chaired the 21st UT-Level Technical Sanction Committee TSC meeting to deliberate on various infrastructure projects and accord technical scrutiny to their Detailed Project Reports DPRs, estimates and project components.
During the meeting, the Committee examined several key development proposals aimed at strengthening infrastructure, improving public services and promoting sustainable development across the Union Territory of Ladakh. The proposals covered critical sectors including power sector, animal welfare, irrigation, rural road connectivity and residential infrastructure, reflecting the Administration’s continued commitment to balanced and inclusive development.
The major proposals considered included the construction of an Animal Rescue Centre at Kargil to strengthen animal care facilities; solarised water lifting at Spituk Pharka under the Special Development Package SDP; development of a frontline settlement at Chumur comprising 24 two-bedroom residential units; and the construction of the Kargyak–Chumik Gyatsa Link Road under the Central Road and Infrastructure Fund CRIF to improve connectivity in remote areas.
The Committee held detailed deliberations on the General Abstracts, detailed cost estimates, project components and DPRs of each proposal to assess their technical feasibility, financial viability and compliance with prescribed standards before according technical sanction. Subsequently, the Administrative Secretary also chaired the 36th UT-Level Contract Committee meeting to deliberate on agenda items relating to the award and execution of major development works across the Union Territory. The meeting focused on ensuring that procurement processes are conducted in a fair, transparent and competitive manner in accordance with the prescribed government procedures.
Among the major projects reviewed were the Grid Connectivity to Rangdum Village under the Special Development Package SDP, aimed at providing reliable electricity to the remote village, and the construction of the Kukstay–Lalung Link Road under CRIF to strengthen regional connectivity and facilitate socio-economic development.
The Committee examined the allotted, revised and sanctioned costs of the projects in detail and reviewed the reasons for cost variations wherever applicable. It also undertook a comprehensive technical evaluation of the financial bids submitted by participating agencies to ensure transparency, competitiveness and adherence to established procurement norms before taking further decisions.
Addressing the meeting, the Administrative Secretary emphasised the importance of timely appraisal and execution of infrastructure projects to accelerate balanced regional development and improve public service delivery across Ladakh. He directed the concerned departments to ensure strict adherence to technical specifications, financial discipline and quality standards during the execution of all approved works.

Abass; Director, Accounts and Treasuries, Kaneez Fatima; Joint Director, Planning, Public Works R&B Department, Tsering Angdus; and other concerned officers.
