Training-cum-orientation programme for newly recruited Accounts Assistants begins

The Finance Department, UT Ladakh, today commenced a one-week Training-cum-Orientation Programme for 38 newly appointed Accounts Assistants at the Conference Hall, LAHDC Secretariat, Leh. The programme is being conducted simultaneously at Leh and Kargil from September 21 to 25, 2026.
The programme aims to familiarise the newly appointed Accounts Assistants with Government accounting, budgeting, financial procedures, procurement rules, financial management systems and other aspects of public financial administration.
On the first day, participants were oriented on the foundations of Government accounting, including Revenue and Capital Accounts, Government expenditure, classification of accounts and the Consolidated Fund, Contingency Fund and Public Account of India. Sessions were conducted by Chief Accounts Officer Tsewang Dorjey at Leh and Accounts Officer Mohd. Ibrahim at Kargil.
The participants were also briefed on the Government budget process, including Budget Estimates, Revised Estimates, Demands for Grants, Appropriation, Re-appropriation, Supplementary Grants and Surrender of Savings. Afternoon sessions covered expenditure sanction, bill preparation, payment procedures, accounting heads, expenditure control under GFR 2017 and various Government bills.
The programme is being conducted by experienced officers from the Finance Department and Directorate of Accounts & Treasuries. Upcoming sessions will cover PFMS, Ladakh Integrated Financial Management System (LIFMS), Government receipts, procurement of goods, services and works, and Delegation of Financial Powers Rules (DFPR), 2024, besides practical case studies and exercises.
The programme is intended to provide the newly appointed Accounts Assistants with a structured understanding of financial rules, procedures and systems applicable in UT Ladakh and enable them to discharge their responsibilities effectively.
